Position Objectives

Position is responsible for supervisory and operational duties within Emergency Management, the McDowell County Fire
Marshal’s Office and the 911 Addressing Office. This position also serves within the ICS structure of the McDowell County
Emergency Operations Center. General duties include technical assistance to emergency response agencies; coordinates
emergency services during emergencies; investigates cause and origin of fires at the request of county fire departments
and local law enforcement; maintains records and files; conducts public education; and other duties as assigned.
Functions as a liaison to numerous boards and committees to promote inter-agency working relationships. Work is
performed under limited supervision. Reports to the Emergency Services Director.

Duties and Responsibilities

Supervises general administrative and operational matters in the Fire Marshal division, Emergency Management division,
and 911 Addressing division of the County Emergency Services Department; assists local fire departments upon request
with planning and technical assistance; serves as the liaison between McDowell County and North Carolina Emergency
Management; performs related work as required.

• Oversees general administrative and operational tasks including fire investigations, complaint investigations, budget
preparation and management, scheduling and supervision of subordinate personnel, workers’ compensation reporting
and record keeping.
• Supervises division employees to ensure completion of program objectives and compliance. Conducts fire
investigations upon request of county fire departments to determine cause and origin, coordinates with appropriate
law enforcement and insurance industry personnel.
• Participates, in collaboration with other officials, in conducting investigations of fires, intentional fires, fires involving
injury or death; determines cause and origin of fires; testifies in court regarding investigation conclusions.
• Responds to multiple alarm fires and related emergency operations; assists in coordination of emergency services
operations at large scale man-made or natural disaster incidents, including hazardous material incidents.
• Assists in the oversight and support of the County’s Emergency Management Program.
• Assists with the coordination of staff for the emergency operations center, advising various agencies to ensure
understanding of proper roles and responsibilities of officials.
• Assists the Deputy Director of EMS with technical and operational assistance as needed.
• Performs related tasks as required.

Minimum Requirements

North Carolina or IFSAC Accredited Firefighter Level 2 and Hazardous Materials Level 1 Responder preferred. Must
become certified as a NC Associate Emergency Management Coordinator within three (2) years of employment. Must
possess valid North Carolina driver’s license. Must possess or obtain at a minimum NC Fire Investigation Technician
certification within 12 months. NC Certified Fire Investigator (CFI) certification is preferred. NC Basic Law Enforcement
Training with active certification preferred.

 

An associate degree or higher in fire protection, emergency management, public administration, or related field and a
minimum of five (5) years’ experience in emergency management; firefighting, including investigative, administrative and
program planning experience; or any combination of education and experience that provides the required knowledge,
skills, and abilities. NC EMT certification or higher is also preferred.

Desirable Training and Experience

Thorough knowledge of North Carolina Fire Prevention Code; thorough knowledge of County geography; thorough
knowledge of fire investigation processes and techniques; thorough knowledge of NIMS and Emergency Operation
Planning; ability to communicate clearly orally and in writing, prepare and conduct presentations and training programs;
ability to supervise the work of others; and ability to attend work regularly.
